The State-Duties Index measures what the state owes its citizens — and how long it takes. In the first illustrative reading, the median processing time is 142 days, while the statutory deadline is 90. The on-time rate — the share of cases completed within the deadline — is 38 percent.

The point is not the single figure but the format: standardized, published, serially repeatable. What the citizen owes in duties with deadlines and sanctions, the state has so far owed in the other direction vaguely and without consequence. The index makes the state’s half of the contract visible.
