The State-Duties Index measures what the state fails to deliver
With the State-Duties Index, Projekt Freistaat for the first time places the state's half of the social contract into the same measurement logic that has long applied to citizens' duties: deadline-bound, source-backed, publicly verifiable. What citizens owe in duties with deadlines and sanctions, the state owed in the other direction only vaguely and without consequence.
The Index launches with curated duties across four domains — law, security, public services, the social contract — and a monthly “State Duty of the Month”. All figures are source-backed; example values are marked as such and are reconciled against the printed edition before going live.
