Index.

Reciprocity is not only a strategy but measurable: the Index makes the state's half of the contract visible — standardized, published, with an as-of date.

Citizens' duties are deadline-bound and sanctioned — the state's side was not, until now. The Index forces it into the same measurement logic and turns every into a binding target: deemed approval as the rule, automatic compensation for delay, an ombudsperson.

Rule of thumb: no new duty for citizens without a corresponding duty for the state.
