The most common mistake in the reform debate: each field on its own. But security, migration, the welfare state and integration all rest on the same foundation — the ability to decide, to enforce, to organize and to commit money. Running through all of it is reciprocity.
That is why sequence is the real lever: first the ability to act, then the fields. And you should start where it shines least — because that is where the leverage is greatest.
