In the afterword to Volume 2 the machine speaks in three parts: the finding, the agenda, the appeal. The finding extends the present ten to twenty years forward — a quiet hollowing-out of the middle, a competitive deficit compounding like interest.
The agenda names eight measures in order: make speed a duty, a central body with real reach, procurement in weeks, a reversal of risk, sovereign intelligence, a fast safety net, an early-warning institution, credible communication.
